Because a vast majority of Qaen research is focused... elsewhere, The United People's Republics of Qaenrough has not yet made many advancements in the field of preventing sleep deprivation. It was such that the Republic of Senvaagh created the QUALIA. QUALIA is the artificial intelligence network that has footholds in most Qaen activity.

The centre or headquarters of QUALIA is positioned in the Republic of Shraa, on the ring system of a gas giant in the Calamity System. QUALIA runs most if not all systems within the empire while their assigned workers are in stasis, resulting in the computer running the bulk of the UPRQ for 12% of the time.
QUALIA was made with a mixture of Qaen and scavenged ancient technology from around the centre of Dux Galactus. While the entire system was capable of running on it's own, it was feared that a pure machine running the UPR Qaenrough could be catastrophic, which lead to the female citizen from the Republic of Korii to volunteer to be QUALIA's living core. Her name is unknown, as she is referred to only as QUALIA. QUALIA is granted full run of the place, meaning she can tamper with research goals, political campaigns, and even as far as exploration vessels. To be sure that QUALIA does nothing to harm the UPRQ, it can be canceled out at any time by the Federal District.
QUALIA is powered through the heat released from the gas giant as well as plasma imports from the Republic of Praanoughsoq. 60% of all of QUALIA's power is focused on halting her aging process, providing nutrients, and making sure she doesn't awaken into her physical body. QUALIA's survival is of the second highest wartime priority, and is listed as the third priority during peacetime.
The Calamity System is the closest system administered by the Republic of Shraa to the People's Republic of Qaenrough, and this wasn't an accident. During wartime the Calamity System exchanges rights from the Republic of Shraa over to the People's Republic of Qaenrough, because Qaenrough has the highest successful defense record over the rest of the United People's Republics. To put this bluntly: Qaenrough takes no ████. [More on this] This was not designed against the will of QUALIA, in fact, she is the one who suggested it. QUALIA has access to all of the UPRQ's records, including wartime, so she can keep track of every Republic's and control who sends what where.
During times of war it is highly common for QUALIA to take over as Fleet Command over each of the Republics' fleets, because she will not fray in her ability to asses the situation. QUALIA has been put in charge of diplomatic interactions with the Frache Federation, as well as dealing with the occasional piracy they commit.
